In section 13.16 of the Gnu Scientific Library reference manual, the
date of my one-sided Jacobi method is 1975 not 1973. There is also an
update paper with Seymour Shlien:
Nash J C and Shlien S (1987) Simple algorithms for the partial singular
value decomposition, Computer Journal, vol 30, pp. 268-275.
Warning: in this the step and description code for the algorithm has a
tiny but nasty typo. They creep in everywhere!
